Sometimes it arrives in a convention hall, under ceiling lights, with robots on pedestals, ministers in rows, and a government trying to turn a technology expo into a diplomatic argument. That was the mood at World Artificial Intelligence Conference (WAIC) 2026, where China did not simply present artificial intelligence as a fast-moving industry. It presented AI as a civilizational technology, a strategic resource, and a field on which the next international order might be negotiated.

The underlying message was larger than any one model, chip, or demo. China was saying that AI is not merely a commercial product category. It is infrastructure, governance, industrial policy, and statecraft at once. That claim was visible in the conference’s scale, in the language of its speakers, in the hardware on display, and in the new coalition built around the World Artificial Intelligence Cooperation Organization, or WAICO.

WAIC has become one of China’s most important annual technology gatherings precisely because it does more than display technology. It stages a political theory. It brings together the industrial, the bureaucratic, and the diplomatic in a setting designed to make them look like one continuum rather than separate spheres. In Shanghai, the architecture of the event mattered almost as much as the announcements. More than 1,100 companies took part, with over 3,000 exhibits and more than 300 global product debuts.

Those numbers are not only signs of industrial vitality. They are also part of the theater of scale, meant to show that China’s AI ecosystem is broad, coordinated, and already operating at a civilizational level rather than a startup one.

The conference’s central conceit was that AI belongs in the same historical category as the steam engine and electricity. That comparison was repeated not as a flourish but as a framework. Steam power reorganized labor and transport. Electricity transformed cities, factories, and communications. AI, in the Chinese telling, will restructure knowledge, production, and governance across nearly every domain of life.

At the center of the diplomatic story is WAICO, the World Artificial Intelligence Cooperation Organization. On paper, it is an international body devoted to cooperation on AI governance, standards, training, and development. In practice, it is a vehicle for something more ambitious: the creation of a China-aligned framework for AI’s global future.

The founding bloc consists of 29 countries including China, Russia, Belarus, Serbia, Cuba, Brazil, Venezuela, Kazakhstan, Laos, Pakistan, and Indonesia, plus 18 additional countries: Algeria, Cambodia, Cameroon, Congo, Ethiopia, Kenya, Kyrgyzstan, Lesotho, Malaysia, Mozambique, Myanmar, Nicaragua, Oman, Senegal, South Africa, Tajikistan, Uzbekistan, and Zambia. The political geography of the list is the point.

It spans Asia, Africa, Latin America, and Eastern Europe, which gives the organization a multilateral sheen while also signaling where China is headed. WAICO’s mandate appears to rest on four broad pillars. First, technical coordination: helping shape standards, interoperability, and governance principles. Second, capacity-building: offering training and support to countries that lack the infrastructure to develop AI independently.

Third, access: promoting affordable, adaptable AI tools for governments and institutions that do not want to be locked into expensive Western systems. Fourth, diplomatic alignment: giving Beijing a platform to promote a governance model centered on sovereignty, development, and broader participation. That is why the organization matters. Institutions turn influence into structure. Once standards, working groups, and cooperative procedures are established, they create habits, dependencies, and expectations.

WAICO is not simply a forum. It is formalizing a worldview of like-minded adherents. China’s outreach to ASEAN, the African Union, and other Global South partners fits the logic of the consortium. The pitch is practical, almost ministerial in its plainness: AI should be affordable, adaptable, and useful for public services. It should help with agriculture, logistics, healthcare, disaster response, translation, education, and administration. It should not require a luxury budget or a dependence on opaque platforms.

That pitch lands because the needs are real. In much of the world, AI is not first imagined as an existential risk or a model benchmark. It is imagined as a tool that can solve immediate public problems. Governments want systems that can work in local languages, support public institutions, and integrate with existing development goals. China understands that this is where the political opportunity lies.

United Nations Secretary-General António Guterres supplied the clearest counterpoint to the conference’s geopolitical undertones. His remarks were direct and crisp. AI, he said, is

“humanity’s greatest opportunity in the 21st century,” but also one of its greatest risks. Technology that will shape the future of humanity, he argued, must be shaped by all of humanity. That sentence carries force. It rejects governance by a small circle of countries or companies and insists on broader participation. Guterres also warned that every nation needs a seat at the table, especially developing countries, and he urged practical progress on safety standards, capacity-building, and sustainable development.

The opening ceremony made clear that the event was not simply technological. It was diplomatic theater. Public reporting identifies Chinese President Xi Jinping, UN Secretary- General António Guterres, Cambodian Prime Minister Hun Manet, Thai Prime Minister Anutin Charnvirakul, and Pakistan’s Deputy Prime Minister Ishaq Dar among the leaders and officials present. That roster tells its own story. WAIC was designed to show that China’s AI project has political gravity beyond its borders.

The summit family photo published here is indeed a familiar insight, and can be compared to those published from other high-level gatherings. This summit gathering seemingly did its job: it conveyed legitimacy, coalition, and the shape of the room. It suggested who was inside the conversation, who was being courted, and who was being invited into a future whose terms were still being defined. The exhibition floor provided the hardware and software proof points for China’s argument.

Among the most clearly prevalent participants were Huawei, Moonshot AI, Tencent, Alibaba, Baidu, SenseTime, Sugon, Kingsoft Office, Ant Group, ABB, Schneider Electric, Carl Zeiss, and Siemens. The domestic names matter most for understanding the shape of China’s AI stack. Huawei displayed the Atlas 950 SuperPod, a domestic AI compute system that symbolized the drive toward technical self-reliance. Sugon showed the Sugon 8000, described as China’s first fully domestic 100,000-accelerator AI supercluster.

Baidu presented DuMate as a general-purpose AI agent. Tencent debuted WorkBuddy. Kingsoft Office showed WPS Lingxi. Ant Group promoted a robotic pharmacy. China was not just showing products; it was showing layers of capability. Open-source AI is one of the most consequential strategic moves on display. Open-source, in this context, lowers barriers to entry, helps startups and universities build faster, allows governments to localize tools, and spreads capability more widely.

That makes it more than a software philosophy. It becomes a geopolitical instrument. A model that is easy to adopt is easy to spread. A model that spreads can shape developer habits, enterprise workflows, and public institutions. A model that shapes ecosystems shapes influence. Silicon Valley’s response to all this tends to fall into a familiar pattern: urgency, competition, and a little disbelief. That reaction is understandable, but incomplete.

The first mistake is to assume that the contest is only about model quality. It is not. It is about infrastructure, regulation, distribution, and international alignment. The second mistake is to treat openness as an ideological issue rather than a strategic one. China has understood that

open models can function as a vehicle for ecosystem capture. The third mistake is to imagine that export controls alone constitute strategy. They do not. They are a brake, not a destination. What WAIC 2026 revealed, more clearly than any single announcement, is that the AI race has entered a new phase. This is no longer only a competition over the smartest chatbot or the largest model. It is a competition over compute, chips, standards, governance, alliances, and public legitimacy.

China’s strategy is to combine those elements into one narrative: AI as infrastructure, AI as development, AI as diplomacy, AI as national capability. The point is not simply to participate in the future. It is to help author the terms under which the future will be organized. That is what made Shanghai feel less like a technology fair than a diplomatic rehearsal. The demos were real. The hardware was real. The coalition was real.

But the most consequential thing on display was an argument: that the world’s next technological order should not be written in one language, by one set of firms, or from one coast. In Shanghai, China made its position clear. It wants a seat at the table — and it wants to help design the table itself.
